MGC issued a letter dated 21-June-2018 on the subject of Kathavachaks/Kirtani Jathas from outside Malayisa. This letter in included with the article. Gurvichar contacted Datuk Sucha Singh, who is a past president of MGC for his opinion on this letter from MGC.

Reference is made to the Malaysian Gurdwaras Council signed by its President Jagir addressed to the Gurdwaras and dated 21st June 2018 on the subject of Kathavachaks/Kirtani Jathas from outside the country.
It is rightly stated that from the very beginning the Gurdwaras in Malaysia and the Sangat has always followed and conducted their affairs in accordance with the SRM and that should continue to abide by SRM.
This is seemly in order. But who are the transgressors of SRM MGC is alluding to and targeting.
A Hukamnama like direction dated 12/7/2016 issued by MGC signed by its President Jagir
states “The Dasam Granth Bani cannot be preached in a Gurdwara, other than the 3 Banis that is Jaap, 10 Swayyas and Benti Chaupai”
Read together with the said ‘hukamnama’ the purpose and the thrust of the letter and MGC’s and direction becomes clear. MGC’s SRM prohibits and bans the preaching of and reciting of Guru Gobind Singh Ji’s Bani composition and utterance in Gurdwaras. The beginning of Ardas is from Dasam Granth. Therefore, Ardas stands Banned?
It is common knowledge that Gurbax Singh Kala Afghana and Darshan Singh ragi who are excommunicated, and their followers, and Global Sikh Council reject Dasam Granth Bani and MGC is founder member of the Global Sikh Council.
On the other hand Dasam Granth is accepted and honoured by all the Five Takhats and SRM expressly names and states the Five Takhats (literally Thrones) as seats of high authority and that appeals can be made to the Akaal Takhat against a local congregation’s decision.
Shromani Gurdwara Parbandhak Committee (SGPC), all Panthic Jathebandhi and Samparavas accept Dasam Granth Bani. It is read and recited at the Harmandar Sahib and all the Takhats and Gurdwaras worldwide. Akaal Takhat has in fact directed those dedicated to the Panth to respond appropriately to those who slander Dasam Granth (Matta dated 27-Nov-2016).
The generally accepted Sikh Rehat Maryada does not prohibit the preaching and reciting of the Dasam Granth Bani. Indeed, it is inseparable and integral part of the SRM and Khalsa practice.
Who are the transgressors of SRM? The excommunicated elements and their followers (of which MGC is one) or Five Takhats and all the Sikh Institutions, and Jathebandian and Sampardava and the Sikh Sangat.
Let us examine the Sikh Rehat Maryada. The Sangat can then decide whether MGC is upholding the SRM or betraying the SRM and the Gurdwaras.
The only provision cited to justify the prohibition and ban chapter V Article V1. The Punjabi text is cited which reads
“ ਸੰਗਤ ਵਿੱਚ ਕੀਰਤਨ ਕੇਵਲ ਗੁਰਬਾਣੀ ਜਾਂ ਇਸ ਦੀ ਵਿਆਖਿਆ – ਸਰੂਪ ਰਚਨਾ ਭਾਈ ਗੁਰਦਾਸ ਜੀ ਤੇ ਭਾਈ ਨੰਦ ਲਾਲ ਜੀ ਦੀ ਬਾਣੀ ਦਾ ਹੋ ਸਕਦਾ ਹੈ ”
This provision read with the other relevant provision does not prohibit the preaching and reciting of Dasam Granth Bani.
Even with regards to this provision defined by the Sikh authorities to include Guru Gobind Singh Ji’s hymns.
The SGPC website the English Version clears the doubt. It reads
“In the congregation, kirtan only of Gurbani (Guru Granth’s and Guru Gobind Singh Ji’s hymns and for its elaboration, the composition of Bhai Gurdas and Bhai Nand Lal may be performed’.
This English Version prepared by SGPC under the auspices of Sri Akaal Takhat is the authentic and official and accepted text. It is found on the official website of SGPC.
Further chapter 1X Exposition of Gurbani (Sikh Holy Scriptures Article X111 substantiate and fortify the above position. It states c) “The exposition can only be of the TEN GURUS writings or utterances. Bhai Gurdas’s writing, Bhai Nand Lal’s writing or of any generally accepted Panthic book or books of history …”
MGC has no right, authority or aukad ਔਕਾਦ to decide which book is generally accepted Panthic book and to reject Dasam Granth when Dasam Granth is accepted by the Panth and all the Five Takhats.
And in the SRM by the very definition of a Sikh is:
A Sikh believes in among other things:-
(ii) Ten Gurus from Guru Nanak Dev Ji to Guru Gobind Singh Ji.
1V) The utterance and teachings of the ten Gurus
V) The baptism bequeathed by the tenth Guru
Further to substantiate and confirm this position of SRM Bhai Khan Singh Nabha in Mahan Kosh the most authoritative dictionary of the Sikhs explicitly state that the Akal Gurbani is the writings and utterances of all the Ten Gurus including Guru Gobind Singh Ji.
He says “Gurbani” is “Guru Nanak ate ohna dey roop Satguruan di Bani ….”
The decision and stand and advise of Akaal Takhat and the other Four Takhats are also very clear and unambiguous.
Katha, Kirtan of Dasam Bani has been done, can be done, is necessary to be done.
The stand of Akaal Takhat is absolutely clear. In fact by Matta dated 27-Nov-2016 Sri Akaal Takhat noting that some Miscreants are carrying out misleading parchar of Dasam Granth, Akaal Takhat directs those loyal and dedicated to the Panth to respond appropriately to these Miscreants’ false parchar.
The decision, action and direction of MGC is not accordance with the Panth and the Five Takhats. They are also against the letter and spirit of SRM as well as its own Constitution. The Gurmatta of the Takhats and SRM are being distorted and misrepresented to achieve certain dubious aims, objectives and agenda.
The Sikh Rehat Maryada states that the five Takhats. literarily Thrones, are the highest seats of Authority for the Sikhs. MGC’s disobedience and defiance of the Akaal Takhat and the other Takhats and MGC’s support of the Anti-Sikhi and Anti-Panthak makes MGC the biggest transgressor and betrayer of the Sikh Rehat Maryada and the Panth.
In fact Takhat Sri Damdama Sahib in noting the slander (ninda ਨਿੰਦਾ) of Dasam Pita Sahib Sri Guru Gobind Singh Ji Maharaj’s Dasam Granth bani has in an Adesh in writing on 5-Aug-2016 called MGC a Malesh council and has said that the slander (ninda) by the Malesh council will have no effect on the Khalsa Panth. What a shame and disgrace to be so labelled as a Malesh council by on of the Takhats (Thrones), a high seat of authority of the Sikhs, according to the Sikh Rehat Maryada.
To the Gurdwaras and the Sangat I say take these issues raised seriously. There are efforts to remove and obliterate Guru Gobind Singh Ji’s Bani, utterances and Hukam Namey from our faith system. There are also massive designs and efforts to distort, denigrate and change the message of Guru Granth Sahib and Sikh history and to create doubts and confusion with regard to the most basic and foundational principle and Sikh practices, Simran and Naam Japna and many more.
Gurdwaras and the Sikh Sangat need only follow and uphold the Gurmat and the Rehat Maryada as enunciated and interpreted by the Panth and Akal Takhat and not by any Council National or International. Gurdwaras owe allegiance to the Panth and Akaal Takhat. Akaal Takhat by letter 7-Julty-2017 addresses specifically to the Malaysian Sikh Gurdwaras Committee to be dedicated ਸਮਰਪਤ to Akaal Takhat. It is a duty to respond appropriately to those who slander Dasam Pita’s Bani.
Waheguru Ji Ka Khalsa Waheguru Ji KI Fateh
